The goal of our programs is to help members of the communities we serve become financially stable and involved in their neighborhoods in positive ways. While we proudly serve all of Contra Costa and Alameda Counties as well as the City of Vallejo, we maintain a special focus on the revitalization of North Richmond as our headquarters neighborhood.
CHDC is a HUD approved housing counseling agency and an affiliate member of NeighborWorks America, a national nonprofit organization chartered by Congress to support homeownership, community development and revitalization.

CHDC offers several different down payment assistance programs either directly or through our affiliate organizations and partners. To qualify for down payment assistance and other affordable homeownership opportunities, you must qualify as a first time home buyer. This means that you cannot have owned a home that you've lived in within the past three years.
CHDC facilitates the City of Vallejo's Mortgage Assistance Program including down payment assistance, closing cost grants and loans, and the city sponsored Paint Program. If you're a current Vallejo resident or looking to purchase your home in Vallejo, the City of Vallejo Mortgage Assistance Program might be for you.
Already own a home? Take our Homeowner Workshop to learn everything you need to know to ensure successful homeownership. We provide valuable information on maintenance, taxes, insurance, home equity loans, refinancing and more. Your home is your biggest financial asset — learn to protect and care for it. You can also contact us with individual questions about homeownership.
If you're concerned about problems with your mortgage, CHDC can help you understand and exercise the options available to preserve your home. As a HUD approved housing counseling agency, we provide unbiased information and counseling at no charge to you.
Restoring Ownerships Opportunies Together (ROOT) is a pilot program designed to address vacancy, blight and family disruption that accompanies foreclosures. Program participants will likely be first-time homeowners who bought at the market peak, have a subprime or low-end prime loan and have tried but failed to work out a solution with their lenders.
Are you living from paycheck to paycheck, or not getting a paycheck at all? Do you feel that financial stability is beyond your grasp? CHDC's Financial Fitness workshop series will teach you how to plan ahead, manage your money, build or repair your credit, increase your savings, and become financially stable. Our Financial Fitness class is required to enroll in CC-MATCH.
Contra Costa – Moving Assets Toward Community Hands (CC-MATCH) is a matched savings program, also known as an Individual Development Account (IDA). For eligible participants, CC-MATCH provides matched funds as you save money to purchase a home, attend post-secondary education, or establish a small business.
CHDC helps taxpayers with moderate incomes file their taxes, and get their full and correct refunds at no charge. In the 2011 tax season, CHDC's tax site helped Richmond taxpayers receive over $186,000 in tax refunds! This free tax preparation service is part of the EarnIt!KeepIt!SaveIt! Contra Costa campaign.

SparkPoint Centers help you improve your financial security by helping you find a job, pursue your education, or get emergency assistance. A financial coach will help you set your priorities and follow your plan to meet your financial goals.
Keep North Richmond Beautiful facilitates local participation in CHDC's headquarters neighborhood of North Richmond to eliminate blight and encourage a healthy environment by reducing illegal dumping, promoting recycling, and restoring parks and creeks.
